Moscow Government Provides Grants Today, at the ceremonial delivery in the Polytechnical Museum,
the Soros teachers, students, post-graduate students, and professors
have received their individual grants.
Last year George Soros ceased the financial support of natural
sciences inside the program of individual grants. It is owing
to the leaders of the Soros program and the deputies of Moscow
Municipal Duma that Moscow government alloted a financial support
to the Soros laureates due to a particular item in the budget.
It is worth while emphasizing that active assistance and benevolence
were revealed on behalf of Yuri Luhzkov, the mayor of Moscow.
The meeting in the Polytechnical Museum was not a mere official
arrangement. There were many outstanding presentations. Among these,
I could distinguish the talk delivered by Simon Shnol devoted to
the history of charity in Russia. A paradoxical remark sounded that
there used to be a unique tradition to support sciences by private
employers. The first person to begin charity activity in science,
according to the speaker, was Grand Duchess Elena Pavlovna.
The names of Prince Alexander of Oldenburg, General Shaniavskij,
the brothers Alexander and Innokentij Sibiriakov were also mentioned.
Peculiar words were adressed to Christofor Ledentsov, one of the richest
Russian manufacturers in the 19th century. He bequested the whole fortune
to the needs of Education and Science, his fortune exceeding the donations
of Russian owner Nobel. In his testament Christofor Ledentsov demanded
that no scientific organization be given his name. To tell the truth,
this part of the testament was broken and the society organized was called
after the name of Ledentsov. The mentioned society was prospering until
the revolution when it was closed by Bolshevists.
